The Role

The Firm provides Audit, Tax and Advisory services to clients with these client-facing functions supported by a range of Central Functions including Finance & Infrastructure, People and Risk. Within Infrastructure, the firm has an integrated European Procurement function resourced with qualified procurement professionals responsible for supporting the firm's 750m Euro's expenditure on bought-in goods & services. The European Procurement function's objectives are.

• To be regarded as an invaluable business partner by the firm's Central Functions (in particular Facilities, People, IT Services and Markets) and by the wider business functions (Audit, Tax and Advisory)
• To drive continuous improvement with respect to the purchase of third-party goods & services across the firm with a view to minimising the cost / maximising the added-value of goods & services and minimising the risks associated with commercial contracting activities
• To deliver year-on-year financial benefit to the firm

Key Job Responsibilities:

-    Manages IT resourcing category including global/regional and local suppliers. Provides strategic & tactical direction.

-    Drives through consolidation and rationalisation of supplier base by leveraging PSL

-    Reviews Work Order structure to ensure optimal commercial structure and compliance with legal terms.

-    Conducts tactical negotiations with suppliers for Works Orders over a certain value.

-    Extends the model to second tier Application Development & Maintenance suppliers  with new business areas and other countries in the region.

-    Works with CSS team for tactical processes, reengineers processes

-    Develop framework agreements to support an efficient engagement process.

About the Procurement function:

Indirect Procurement delivers value to the Company through effective implementation of market-facing strategies, which are developed from its deep understanding of the interplay between the Company's demand and the supply markets. Value and risks are managed through the identification and use of supplier relationships where the Company’s's scope, scale and buying power have been optimized. Further, Indirect Procurement's efforts are supported by a suite of procurement process and systems that allow for effective market engagements, contract development and management, purchasing activities and supplier relationship and performance management.

Position Description


Role Summary
To provide commercial support to The Company through end to end management of the procurement process for Corporate Services requirements for medium/low risk, high value procurement activity.

The focus of the this role will be across, Travel, Stationery and corporate Services categories

 

Role Purpose:

To provide commercial support to The Company through end to end management of the procurement process for IT Professional Services within Information Systems for high risk, high value procurement activity.

This role will involve ownership of the Global category for IT professional Services within the UK and ownership of local categories for customer management systems, Customer Relationship Management systems and billing systems.

Essence of Role – Key Accountabilities

1.    Liaise with the PC (Procurement Company) Category manager for categories where a Global category plan is applicable. Ensure UK Operating companies views and requirements are understood during the strategy development and represent the UK Operating Company in any subsequent negotiations. Where regional opportunities exist, lead or liaise with Ireland to develop a procurement strategy and deliver against the strategy.

2.    Where a local category plan is applicable, develop a local procurement strategy (local category plan) with internal stakeholders which seeks out business opportunities, capitalises on current market conditions and challenges business requirements. Lead supplier selection and negotiations

3.    Manage the procurement process for key projects, ensuring the selection of suppliers with the capability to meet our needs, high service standards, efficient executions and competitive rates.   

4.    Lead complex commercial reviews and negotiations (including outsourcing deals) to identify and deliver:
•    Improved standards of performance and contribution from suppliers
•    Efficiency improvements
•    Appropriate remuneration models achieving an effective alignment of competitive fees and incentives for exceptional performance against targets.
•    Cost savings opportunities and total cost of ownership
•    Incremental value-add from the leading suppliers

5.    Identify and deliver commercial best practices and synergy benefits through effective collaboration with peers in other Operating Companies, and Global Supply Chain

6.    Ensure the appropriate use of innovative and alternative procurement methods across the range of requirements using e-business tools as required

7.    Lead the bi-annual Supplier Performance Measurement reviews, including stakeholders to drive improved performance, efficiency and contribution from the relationship. Create, agree and deliver continuous improvement and governance plans.

8.    Drive SCM engagement with stakeholders to move towards a business partner role and heighten the profile of SCM

9.    Manage relationship and stakeholder relations at all levels including senior stakeholders. Influence, challenge and drive change to add incremental value.

10.    Vendor management and strategic relationship management for local suppliers
 

Context/Scope

Responsible for all Procurement spend within The Company - Nigeria

The postholder is expected to deliver significant profit growth and added value to the business through professional Procurement practices, strategic sourcing and development of the current supply base whilst maintaining existing service and quality parameters.

This will require first-hand knowledge and experience in comprehensive category management and implementation of Supplier Performance Management systems.

In addition to owning and managing the Procurement strategy within th Company the postholder will also be expected to significantly input and contribute to the overall Africa Procurement agenda.

Financial    
Annual Procurement spend is approximately £200m across all categories in the Demand, Indirect, Supply, and Capex areas

Approximately 1000 suppliers

Expected to deliver significant year on year cost reductions net of inflation, in line with PLC’s profit targets.

Market Complexity
The Company currently operates on 3 sites within Nigeria,  across a large portfolio of products with double-digit organic growth.

The Procurement function currently processes 10,000 Local Purchase Orders (LPO) per annum

Job Purpose:

The Non Tech Sourcing Specialist develops and implements sourcing strategies, manages key supplier relationships, negotiates and implements improvement strategies to reduce total cost of ownership across the EMEA region on a variety of Non Technology categories.

Contracts management will form an element of this role

Job Background/context:

Procurement reports in to Corporate Services & Expense Management group which in turn is part of the Company's O&T division. The EMEA Expense Management Team is part of the Global Expense Management team which was established in July 2008 with the mandate of reducing expense across all Company's business functions. Corporate Services & Expense management currently incorporates, Facilities Management, Travel, and Procurement, spanning 51 countries within EMEA

(Europe, Middle East & Africa) with an expense base of $8.5 billion dollars.

EMEA Procurement aims to deliver a world-class procurement function to the Company through strategic sourcing, supplier management, contract management and order fulfillment. Directly responsible for manageable spend of $3 billion dollars (spanning all commodities). 

Job Description - Fixed Expense Efficiency

The Expense Management group is responsible for ensuring that all of the Firm’s non-compensation expenses (NCE) are properly managed and the Firm’s capital investments are optimized. As part of the Expense Management team you will be responsible for controlling one of the key line items on the Firm’s financials with which the Firm’s value is derived.

As part of the Expense Management team you will work directly with Senior Management, expense line subject matter experts, divisional COOs & CFOs, and members of the Sourcing & Procurement department. Together you will analyze spending within each NPE category, generate savings ideas, implement savings initiatives and develop policies that drive the Firm’s expense management process.

Purpose of the Job:    

To manage the Global Sourcing Strategy for firm’s IS&S annual spend cube of €142M and maximize the delivery of savings through global transformational programmes.
This is a high profile global role interacting at a senior level within the Company’s organization and is responsible for defining and implementing collaborative Procurement sourcing strategies aligned with the    business objectives of the IS&S Management Board.
This will be achieved through the use of the Company’s CIPS accredited best practice ‘One logic’ procurement methodology; this methodology will balance cost, working capital, quality, service and customer requirements and will involve the management of the end-to-end Procurement process encompassing: strategy definition, supplier selection, senior stakeholder engagement, tender documentation creation, tender process management, commercial and contract negotiations, contract award and subsequent supplier relationship management and contract management.
The role will also have a significant element of key operational and tactical activity, and will act as key Procurement liaison between IS&S, other business stakeholders, and Company’s vendors. To further act as the primary IS&S negotiation representative for the Company when required.
To be a key influencer and advisor to senior management (up to M7) and budget holders for managed categories.
This corporate role is multi-national and requires diverse, interactive and collaborative work to be undertaken with employees within all of the Company’s primary countries of operation across its four operating regions of Northern Europe, SEMEA, ASPAC and Americas.
